I Finally Figured it Out

"Nucular" isn't a mistake.

Noos = Greek "thought".

-culus = Latin, "small".

So, nucular means a small thought, a vague notion, a passing fancy.

Saddam Hussein possessed a nucular arsenal: an imaginary one.
